What is the meaning of this quote? ''To kill time, a committee meeting is the perfect weapon'' -Unknown

The meaning of this is that committee meetings are a wonderful
way to waste time. The anonymous person is saying that these meetings take up way more time than
they should. This reflects a common attitude that holds that committee meetings are very
inefficient.

The common view of committee meetings is that they take
too long to make decisions because everyone talks too much. Everyone who is there feels like they
have to give input on everything to prove that they are valuable members of the committee.
Instead of having one person make decisions quickly, you have a large number of people talking
and arguing and finally (hopefully) making the same decision that would have been made by the
single person.

This is what the quote is saying--that committee
meetings are a waste of time.
